The City of Castle Pines and the Communities of Excellence group invite you to participate in an important survey regarding your sense or feelings of community in your neighborhood and the city. Your responses will influence decisions about your community now and in the future.

The survey will begin today and will close on the evening of Tuesday, January 30. There are two ways for Castle Pines residents to participate in the survey:

      1. Complete the online survey.
      2. Some residents will receive a text message on the afternoon of Tuesday, January 16, inviting them to participate in the survey. This text will have the City of Castle Pines logo at the top.

Please make your voice heard by sharing your opinion and participating in this important survey. Your answers are completely anonymous and confidential, and the survey will take just 10 minutes to complete. What is the Castle Pines Communities of Excellence Group?

    • The City of Castle Pines is participating in the Communities of Excellence 2026 program, which is an organization that assists community leaders in implementing the Communities of Excellence Framework. This framework is adopted from the Baldridge Excellence Framework which is a validated systems improvement framework that is believed to improve health status, educational attainment, economic vitality, and quality of life for community residents by focusing on improving overall community performance.
    • The Castle Pines Community of Excellence (CP COE) group is comprised of a variety of community stakeholders including local business owners, commercial property owner representatives, City staff, and members of the Chamber of Commerce, South Metro Fire, Douglas County Libraries, and the Douglas County School District.
    • The CP COE is developing its strategic plan which will help give direction to the efforts brought forth for the community.
    • The Mission of the CP COE is currently to “improve community identity, connections, and pride for a unified and engaged Castle Pines through effective communication, community resources, programs, and events.”
    • The current Vision is “a cohesive community with a unique identity that allows everyone to prosper and connect.”
    • The survey will help the CP COE determine projects for its strategic plan, as well as get a feel for the temperature of the community and the existing perspectives of residents. The survey results will drive the actionable steps of the group.

January 9 City Council Wrap-Up

Meeting highlights from the January 9 City Council meeting include:

      • Approving an intergovernmental agreement with the Colorado Department of Transportation for design services for the I-25 and Happy Canyon interchange project.
      • Approving an amendment to an intergovernmental agreement with the North Pines Vista Metropolitan District to reduce property tax mills following the successful passage of ballot measure 2F during the November 2023 election.
      • Approving an amendment to an intergovernmental agreement with the Castle Pines North Metropolitan District to extend the closing date for transfer of ownership of the District's parks, open space, trails, recreation facilities, buildings and associated improvements, and fixtures from the District to the City to December 31, 2024.
      • Approving amendments to the City of Castle Pines fee schedule.
      • Approving the reappointment of the municipal court judge and the related professional services agreement.
      • Supporting the City's application for the Local Planning Capacity Grant Program associated with Proposition 123.

December 12 City Council Wrap-Up

Meeting highlights from the December 12 City Council meeting include:

      • Approving a resolution consenting to the dissolution of the Rueter-Hess Recreation Authority.
      • Approving a professional services agreement with Jacobs Engineering Group, Inc. for on-call professional land development review, engineering, and construction inspection services.
      • Approving a professional services agreement with Ulteig Engineers, Inc. for on-call professional engineering services.
      • Approving a professional services agreement with Colorado Designscapes, Inc. for street maintenance services.
      • Approving a site lease agreement with Cingular Wireless PCS, LLC.
      • Approving an ordinance to amend the business licensing requirements to align with Colorado State law.
      • Approving an emergency ordinance to codify ballot issues 2E (sales and use tax for roads) and 2F (parks, recreation, property tax mill levy) as a result of the November 7, 2023 election.
      • Approving a resolution to adopt the 2024 budget.
      • Approving a resolution to levy general property taxes for the purpose of meeting law enforcement expenses and park, recreation, trail, and open space improvements and maintenance for the 2024 budget.
      • Approving a professional services agreement with Lighthouse Transportation Group, LLC for traffic and pedestrian signal and street light maintenance.
      • Approving a professional services agreement with Michow Guckenberger McCaskin LLP for city attorney legal services.

Apply to serve on a City board or commission

Looking to serve your community? Apply to serve on either the Castle Pines Planning Commission/Board of Adjustment or the Parks and Recreation Advisory Board. Serving on a City board or commission typically requires attending one evening meeting per month.

Applications are due by 4:30 p.m. on Friday, Jan. 12. You may submit your completed application by emailing it to City Clerk Tobi Duffey at Tobi@castlepinesco.gov or by dropping it off at City offices (7437 Village Square Drive, Suite 200).

Planning Commission/Board of Adjustment Application 

The combined Planning and Zoning Commission/Board of Adjustment is a seven-member commission comprised of Castle Pines residents. The Commission deliberates and makes recommendations to the City Council on land use applications, proposed long-range policy planning documents, and zoning regulations. The primary responsibility of the Board of Adjustment is to hold public hearings on variance requests and consider appeals to interpretations made by City officials. Meetings are held on the fourth Thursday of each month. Members serve three-year terms.

Parks and Recreation Advisory Board Application

The Parks and Recreation Advisory Board serves in an advisory capacity to City Council to consult on the planning of parks, recreation programs, and services. The Board meets on the third Thursday of each month. Members serve two-year terms.

Provide input on the development of a citywide Comprehensive Safety Action Plan

The City was awarded a grant from the Federal Highway Administration to complete a Comprehensive Safety Action Plan. This plan will include roads, sidewalks, crossings, and mobility infrastructure. The project team will look at safety data, public input, and future growth to identify strategies that will help improve safety for all who travel around Castle Pines by car, on foot, by bike, or with an assistive device. The City will also use the Plan to seek additional grant funding for future projects to help create safer streets.

To help with this effort, we are seeking input from residents via an online survey. Your input will help shape the development of the Plan and other future efforts. Visit the Safe Streets for All Comprehensive Action Plan webpage for more information.
