The agenda for the September 5 City Council Special Meeting is now available. The meeting will begin at 4 p.m.

City Council will hold an Executive Session pursuant to C.R.S. § 24-6-402(4)(b) for discussion of specific legal questions with the attorney who represents this public body for purposes of receiving legal advice and pursuant to C.R.S. § 24-6-402(4)(e) determining positions relative to matters that may be subject to negotiations; developing strategy for negotiations and instructing negotiators related to the CP Commercial, LLC lawsuit.

Meeting highlights from the August 27 City Council meeting include:

  • Approving updates to the Parks and Recreation Comprehensive Plan, including adopting concept plans for Coyote Ridge Park and Soaring Hawk Park.
  • Approving the acceptance of right-of-way from the Colorado Department of Transportation related to the Happy Canyon Road and Lagae Road roundabout.
  • Approving a memorandum of understanding with Douglas County regarding the Douglas County Household Hazardous Waste Collection Program.

Phase 2 of the Monarch Boulevard reconstruction to be completed ahead of schedule. Additional work will begin September 13.

We are excited to share important updates regarding the Monarch Boulevard reconstruction project. The project is progressing ahead of schedule and under budget. To minimize disruptions next year, additional work, originally set to start in Spring 2025, will now begin September 13, 2024.

What to expect:

  • Phase 2 (Stonedale Drive/Briar Cliff Drive to Glen Oaks Avenue) will be completed by Friday, September 13. At that time, local traffic will be able to access Monarch Boulevard from Castle Pines Parkway to Glen Oaks Avenue.
  • Phase 3 of the Monarch Boulevard reconstruction will then begin on Friday, September 13. To allow for the efficient completion of this phase, Monarch Boulevard will be closed to through traffic from Glen Oaks Avenue to Briar Dale Drive/Burggarten Drive.
  • Phase 3 is anticipated to be complete by early November 2024.
  • Communities located along Briar Dale Drive and Burggarten Drive will remain accessible during construction. Two-way travel in and out of these neighborhoods will be maintained. Access will be for local traffic and emergency services only.
  • Phase 4 (Briar Dale Drive/Burggarten Drive to Berganot Trail) will begin in early November and be completed by early December.
  • Completing additional work for Phases 3 and 4 this year will significantly reduce Monarch Boulevard's construction time in 2025. In 2025, construction will include work from Berganot Trail to Winter Berry Place.

Why are we completing additional work now?

  • Completing work now will reduce traffic closures and impacts in 2025. With crews and detour routes already in place, we can quickly mobilize and efficiently complete additional work, greatly reducing closure times for Monarch Boulevard in 2025.
  • We have locked in 2024 construction and material prices. Completing work with today's prices and material costs will save tax dollars.

Phase 3 detour information:

  • Through traffic on Monarch Boulevard will continue to use the Buffalo Trail detour.
  • Communities located along Briar Dale Drive and Burggarten Drive will remain accessible during construction. Two-way travel in and out of these neighborhoods will be maintained. Access will be for local traffic and emergency services only.

Project highlights:

  • Complete roadway tear out and asphalt replacement
  • Safety enhancements
  • Stormwater infrastructure improvements
  • Six-foot bike lanes
  • Installation of new water line

August 27 City Council Meeting agenda now available

The agenda for the August 27 City Council Meeting is now available. The study session will begin at 5:30 p.m., and the regular meeting will begin at 6:30 p.m.

City Council meetings are held as a hybrid meeting, with both virtual and in-person attendance options available. Meetings are held at the Castle Pines Library Event Hall (360 Village Square Lane). Register to attend the meeting virtually.

Douglas County Libraries partners with local brewers for unique Brew Tour experience

Douglas County Libraries’ 2024 Brew Tour is underway. This unique collaboration with local craft breweries and coffee shops features a blend of flavor, fun, and community spirit. Running through September 30, the Brew Tour invites participants to explore Douglas County’s local brewing culture while enjoying a variety of engaging events at select library and partner locations.

“The Brew Tour is a fantastic way to celebrate our community, support local businesses, and meet Douglas County residents where they are,” said DCL Special Events Manager Kerri Morgan. “We’re thrilled to partner with local breweries and coffee shops to offer this unique experience.”

Brew Tour participants can earn prizes and rewards by logging visits to the different participating partners during August and September, and they are automatically entered into DCL’s grand prize drawing for a Happy Brew Year, consisting of one premium stainless steel growler with a booklet of fills from the partner breweries. They also earn points toward prizes by attending exclusive DCL-hosted Brew Tour events, like Bookish Trivia and Music Bingo, as well as pop-up Power Hours.

Less than two weeks into the Tour, more than 1,700 participants have generated 1,100 individual brewery visits and 630 coffee shop visits, according to Morgan.

DCL has also partnered with Mix 100 for a Pint for Pint blood donation event on Tuesday, August 27, from 10 a.m.-2 p.m. at Lone Tree Brewing. Blood donors will receive a voucher for a free pint to be redeemed at a later date as a thank-you. Donors can register at Mix100.com.

Participating in the Brew Tour is a free and fun way to support local businesses and connect over shared passions. Tell your County Commissioners how YOU would prioritize the Fund investment in your community. Online Survey open from Aug. 20 – 27, 2024

Your opinion matters, and Douglas County wants to hear from you regarding your spending priorities for the County’s Parks, Trails, Historic Resources, and Open Space Fund, which is expected to generate nearly $350 million.

Through Tuesday, Aug. 27, visit hrc0020824t.sawtoothsoftware.com to participate in the online-only, confidential survey of Douglas County residents administered by the independent research firm Hill Research Consultants.

The online survey takes about 15 minutes to complete and is one of Douglas County’s many ongoing efforts to engage residents in determining spending priorities for the Parks, Trails, Historic Resources, and Open Space Fund.

Survey methodology is designed to ensure the best means for reaching a statistically accurate and representative sample of opinion from Douglas County residents aged 18 and older.

The combined results of all interviews will be shared publicly and posted on the County’s website in September. No individual responses will be shared.

Douglas County Mental Health Initiative is equipping community members with tools to support Mental Health

We know that injuries happen all the time. That’s why teachers, coaches, first responders and all kinds of people learn first aid. Did you know that mental health crises are nearly as common, but would you know what to do when someone in your community needs support?

You’re invited to sign up for a Mental Health First Aid (MHFA) training, offered by the Douglas County Mental Health Initiative.

MHFA is an evidence-based course that teaches not only the signs, symptoms and risk factors of mental health needs and substance use problems but also the skills to reach out a provide initial help and support to someone who may be developing a mental health or substance use problem, ideally before requiring more significant mental and/or behavioral health intervention.

The full-day course is within the spirit of medical first aid – that neighbors can help neighbors. If you or someone you know is feeling stressed, lonely, unmotivated, distracted, restless, etc., MHFA can help.

After taking the course, you’ll have:

  • Increased mental health literacy, including knowledge of signs, symptoms and risk factors of mental health and substance use challenges.
  • The ability to identify appropriate types of professional and self-help resources for individuals with a mental health or substance use challenge.
  • Increased confidence and self-efficacy and likelihood to help an individual in distress.
  • Reduced stigma and increased empathy toward individuals with mental health challenges.
  • Increased likelihood to seek therapy or mental health care for themselves.

This program is a result of collaboration with many community partners including the Colorado Department of Human Services, Behavioral Health Administration, Arapahoe Community College Sturm Campus, Aging Resources of Douglas County, Castle Rock Senior Activity Center, CSU Extension, Douglas County Health Department, Douglas County Libraries and Highlands Ranch Metro District. The funding is provided by a grant from The National Council of Mental Wellbeing.

  • Approving a resolution to amend the 2024 annual budget by carrying over unspent 2023 project budgets.
  • Approving an intergovernmental agreement with the City of Lone Tree, the Town of Parker, the Town of Castle Rock, Douglas County, and the Douglas County Housing Partnership to establish a collaborative process to fulfill commitments to meeting the affordable housing goals of Proposition 123.

Spectator Information Update for Upcoming BMW Championship in Castle Pines

The BMW Championship is coming to the Castle Pines Golf Club on August 20-25th, and we want to ensure everyone stays informed and safe. The following information will help guide spectators as they attend the daily events.

Transportation & Parking

Getting to the BMW Championship

Spectators have several options for transportation to and from Castle Pines Golf Club.

Area Traffic Restrictions

In an effort to ease traffic issues at Castle Pines Golf Club, a portion of Happy Canyon Road will have daily restricted access from 5 a.m.-7 p.m. during championship week. Please note the following restrictions:

  • No through traffic will be permitted on Happy Canyon Road between Lagae Road and Santa Fe Drive (US-85).
  • There is no public/general parking available in the immediate vicinity of Castle Pines Golf Club. All vehicles on Happy Canyon Road must have the proper credentials.

Spectator General Parking

There is no public/general parking available in the immediate vicinity of Castle Pines Golf Club. Spectators have several date-specific options available for championship parking and must pre-register to access these lots. Parking registration is $30 and can be purchased in conjunction with a ticket or purchased separately. Physical parking hang tags will be issued via mail to all registered users. On-site registration for these lots will not be available – all vehicles must pre-register.

  • G-LOT: Located at the northwest corner of the intersection of Santa Fe Drive (US-85) and North Daniels Park Road (map), this lot is available Tuesday, Aug. 20-Sunday, Aug. 25.
  • J-LOT: Located at the Douglas County Fairgrounds (map), this lot is available Thursday, Aug. 22 and Friday, Aug. 23.
  • L-LOT: Located at Castle View High School (map), this lot is available Saturday, Aug. 24 and Sunday, Aug. 25.

Rideshare

As an alternative to parking and shuttling to the championship, spectators can be dropped off and walk into the championship. All drop-offs and pick-ups must take place at our designated drop-off/pick-up location at:

482 W Happy Canyon Road
Castle Rock, Colo.

The drop-off location is just steps from the championship entrance. The location is ideal for Uber, Lyft, taxi and limo service. Private shuttle services utilizing vehicles larger than an SUV are strictly prohibited and will be denied access at the police checkpoint.

All rideshare drivers must approach via eastbound Happy Canyon Road and will pass through a police checkpoint at the Castle Pines Drive South intersection. Stopping or standing on surrounding roadways is not permitted. There is no parking or staging for vehicles at this location, so please coordinate pick-up times accordingly.

Bicycle and Pedestrian Access

Due to the traffic restrictions on Happy Canyon Road, law enforcement will not allow bicycle or pedestrian access to the championship from spectators who live outside of the Village at Castle Pines. For residents within the Village at Castle Pines, bicycle parking is available adjacent to the Canyon Club pool.

BMW Owners’ Parking

BMW Owners have access to complimentary, offsite parking on a first-come, first-served basis that includes premium shuttle service to and from the course. Parking passes are required for this lot and can be acquired through visiting this website.

ADA Placards

All parking lots at the BMW Championship have designated ADA parking spaces available at the front portion of the lots that will afford those guests the most direct access to the shuttle pickup points and the championship entrance.

Parking and Shuttle for the Mobility Impaired

Designated parking and shuttle service for wheelchair-bound patrons will be provided. For those spectators requiring lift-equipped shuttle transportation, please submit your request to bmwc@wgaesf.org. Wheelchairs will not be available for rent on the tournament grounds, but spectators may bring wheelchairs with them to the BMW Championship.

Douglas County Libraries Exhibit Highlights Infamous Incidents in Local History

Don’t miss this peek into the past, on display for a short time.

Douglas County Libraries announces the launch of its new exhibit, From the Archives: Murder, Mayhem and Moonshine, a fascinating look at the scandalous side of local history. The exhibit is on display August 12-September 8 at DCL’s Castle Rock, Highlands Ranch, Lone Tree, and Parker locations. Visitors are invited to explore the intriguing tales of the notorious figures who left an indelible mark on the region.

Featuring artifacts, gripping stories, and photos from DCL’s Archives & Local History, Douglas County History Repository and Douglas County Sheriff’s Office, this exhibit delves into the turbulent era of Prohibition and bootlegging, crimes of passion, cattle rustling, kidnapping and murder, and daring jailbreaks that made a mark on the community. It also highlights the local lawmen who sought to bring perpetrators to justice.
