Unified Land Development Code Process

Overview

The City is working to complete its Unified Land Development Code (ULDC). At the conclusion of this process, the City will have a modernized and tailored land development code that meets the needs of the City and its residents through alignment with the City’s Comprehensive Plan. This will include everything from organization and formatting to common terminology and cross-referencing. The updated ULDC will combine the Zoning Code and the Subdivision Regulations into one unified code.

The process is led by the City Council, the Planning Commission, and City staff. Several opportunities will be available for public input and feedback, including residents, property owners, business owners, developers, and builders.

At the conclusion of this process, the updated ULDC will:

  • Support the Castle Pines Comprehensive Plan
  • Improve the compatibility of current development with existing and future development
  • Provide greater certainty and predictability for property owners, developers, builders, and residents

Background

The original ULDC update process began in 2018. Work on updating the code was completed by the City Council, the Planning Commission, consultants, and City staff (Planning and Legal). All articles in the ULDC were reviewed by the City Council and the Planning Commission throughout 2021 and 2022. As of January 2025, approximately 80% of an updated draft document was complete.

Input and Feedback Opportunities 

Throughout the update process, there will be several opportunities for feedback. The public is encouraged to attend Planning Commission and City Council meetings to learn more about the ULDC update and share input. An online survey will also be available to provide comments on draft sections when they are ready for review. Additionally, two public open houses are planned for June. Schedule

Below is a tentative schedule for upcoming ULDC meetings and open houses. The schedule is subject to change. All meetings and events are open to the public. The public is encouraged to attend Planning Commission meetings to learn more about the ULDC process and provide input. All meetings are open to the public, and you are encouraged to participate. Other opportunities to provide feedback will be available throughout the process, including online surveys and during public open houses in June.
